TOLAN PICA – DIRECTOR
Tolan brings a lifetime of expertise in U.S. National Security, with a distinguished career as a U.S. Marine, Intelligence Professional, and Fortune 500 consultant/advisor. A veteran of 23 years, he led Marines globally, served as a U.S. Diplomat, directed international engagements, and worked at the intersection of geopolitical strategy within the highest levels of the U.S. Government.
Known for his exceptional abilities in complex planning, leadership, team building, foreign engagement, and political/intelligence analysis, Tolan has specialized experience in cyber-intelligence operations, cybersecurity, and policy development. His diplomatic experience spans Europe, the Middle East, and the Western Hemisphere, providing a global perspective on U.S. and foreign government policy negotiations.
A highly effective decision-maker, problem-solver, and negotiator, Tolan excels in engaging C-Suite executives, cabinet-level officials, and heads of state to drive strategic goals and groundbreaking reforms.
Notable Accomplishments
• Developed Command, Control, Communications, Computers, Cybersecurity, Intelligence, Surveillance, Reconnaissance (C5ISR) go-to-market strategy for Deloitte and led market opening teams for two U.S. Combatant Commands.
• Designed, developed, delivered Digital Transformation Summits to Senior uniformed and civilian leadership of one of DoD’s most influential combatant commands – facilitating the development of organizational transformation pillars, implementation objectives and milestones, while incorporating industry best practices and Fortune 500 success stories.
• Developed, implemented, and executed enterprise to field team security solutions, both internationally & domestically; organizationally; and at the National Security level.
• Served as an integral member of the 2013 U.S. Middle East Peace Negotiation Team as a Middle East Subject Matter Expert.
• Recognized as a speaker & panel member at the National Collaboration Development Center, Department of Defense human and counterintelligence working groups, U.S. Special Operations Command – Special Operations Forces Cyber Working Group, and the U.S. National Defense University.
• Facilitated impactful intelligence strategic dialogues with the Military Intelligence Services of the Middle East and North Africa to refined foreign partner engagement strategies and capacity building efforts.
Served as a principal military representative to the U.S. ambassador on behalf of the Secretary of Defense and the Chairman of the Joint Chiefs of Staff, delivering expert advice on shaping U.S. foreign policy objectives and supporting programs to address regional/global issues, including social, political, economic, and security through a ‘3D’ defense, diplomacy, and development lens.
Tolan possesses a Master of Science degree and associated Graduate Certificate in Defense Strategic Studies – Weapons of Mass Destruction.
